RULE I: THE FIELD OF PLAY: Length 185 feet, Width 85 feet.
RULE II: THE BALL Size 5 soccer balls will be used for U14 and above, Size 4 balls will be used for U12 and below. Teams may provide their own game ball, or an indoor ball may be used.
RULE III: NUMBER OF PLAYERS: For Adult, U18, U16 age groups, 6 v 6, one of whom shall be a goalkeeper. For U10, U12 & U14 age groups, 7v7, one of whom shall be a goalkeeper. A minimum of 4 players is required to start and continue a game. Any player may change places with the goalkeeper, provided that the referee is informed before the change is made, and provided also that the change is made during a stoppage of the game.
Substitutions: Substitute players are to remain in the player boxes. Only players and two coaches are permitted in the box. A team having a nonparticipating person in the box will be awarded a two-minute penalty.
Substitutions during play: Player must be at the touchline at his team box door or off the field before a substitute player can come on. Substitutions are permitted "on the fly". Substitution is recommended on a team’s own possession to prevent shorthanded situations.
Goal Differential When a four-goal differential is reached, the team down by four goals may add an additional player. When a six-goal differential is reached, the team down by six goals may add another additional player. If the goal differential drops below four or six goals, the additional player is removed.
RULE IV: PLAYER EQUIPMENT: Players must be dressed in matching or similar jerseys (preferably with permanent numbers for proper identification), wearing shin guards, and wearing flat-soled shoes designed for indoor surfaces. Goalkeepers must wear colors distinguishing them from all other players and referees. Turf Shoes or Flat soled shoes only on the Turf
RULE V: REFEREES: At least one official will be present during play. They shall keep a record of the game. Reports on EJECTION must be filed before leaving the facility.
RULE VI: OTHER GAME OFFICIALS: The second or third official shall be a timekeeper/scoreboard operator.
RULE VII: DURATION OF GAME: All youth games (U14 and younger) shall be played in two 20-minute halves. All high school games shall be played in two 22-minute halves. All adult games shall be played in two 25 minute halves. The clock shall only be stopped for an injured player, The referee will stop play at their discretion at any time for an injured player, regardless If the opposing team has possession or in a scoring position: SAFETY FIRST.
RULE VIII: START OF PLAY: Kick-off will be given to the home team. Visitors will have kick off at the start of the second half. Kick-offs are direct, and may move in any direction.
RULE IX: PLAY OF BALL: The ball is out of play when it makes contact with safety netting. For a violation, a Direct Free Kick (DFK) will be awarded to the opposing team from the touchline at a point closest to where the ball made contact with the safety netting. If the ball hits the ceiling netting, the ball will be placed directly below where the ball hit the ceiling net and will result in a DFK. If the ball hits the ceiling net directly above the penalty area, restart as follows:
- If the ball belongs to the offense, place the ball directly below where the ball hit the net just outside the penalty area for a DFK (not a penalty kick).
- If the ball belongs to the defense, award the ball to the goalkeeper as a goal kick.
RULE X: METHOD OF SCORING: A goal is scored when the whole ball has passed over the goal line, between the goalposts and under the crossbar.
RULE XI: THREE-LINE VIOLATION: There is no Three-Line Violation rule at CSC. Any player may kick or throw (goalkeeper) a ball as far as they wish to during the course of play.
RULE XII: FOULS AND MISCONDUCT:
Fouls - A DFK will be awarded for all fouls. The same fouls as the outdoor game, with the addition of "boarding", which is charging/checking an opponent into the "boards". Fouls include kicking, tripping, jumping at an opponent, charging an opponent in a violent or dangerous manner, charging an opponent from behind, striking or spitting, holding, pushing, handling the ball (except goalkeeper within their own penalty area), and as mentioned above, charging (checking) an opponent into the perimeter wall. Also, playing in a dangerous or reckless manner, charging an opponent when the ball is not in playing distance, obstruction, charging the goalkeeper, (except when he/she is holding the ball, is obstructing an opponent, or has passed outside his/her penalty area), slide tackling (knee touching the turf), illegal substitution, or delaying game.
Misconduct - (Cautioning, Blue Card) A player shall be cautioned if he/she persistently infringes the rules, shows dissent by word or action, is guilty of unsporting behavior, or commits any of the above mentioned fouls in a reckless mannered as determined by referee. Additionally, players will be penalized for misconduct for an illegal substitution, re-entering the game without making equipment adjustments, or delay of the game. (NOTE: Delay of game includes any actions purposefully done to impede the opposing team from restarting at any point to include intentionally violating the 10 foot distance for restarts on DFKs.) Misconduct will be penalized by showing the blue card and receipt of a 2-minute time penalty. During the 2 minute penalty, teams will play short-handed except as described under “Release of Players from the Penalty Box”. (NOTE: Cautions will only be called with blue cards. Yellow cards will only be shown if the referee does not have a blue card. If this occurs, yellow cards will be considered the same as blue cards as far as the rules are concerned. See rules for “Time Penalties” below.)
Ejection - (Sending off, Red Card) A player shall be sent off (ejected) if he/she is guilty of violent conduct or serious foul play, uses foul or abusive language, persists in misconduct after being cautioned, or receives a second blue card. A time penalty of 5 minutes will be awarded when a red card is shown for an ejection except when the ejection is for a subsequent blue card. In this case, a time penalty of 2-minutes will be served. Another team member serves the entire time penalty, regardless of any goals scored, except when the ejection was for receiving a second caution. If a player is ejected for a second blue card violation, the rules for a blue card will apply. See “Release of Players from the Penalty Box” for further explanation of serving time penalties.
(NOTE: A player being sent off will result in the facilities disciplinary committee deciding the length of suspension. Factors in deciding a suspension include severity of the foul, injury to the player fouled, did they leave immediately or continue to argue or fight, were there any punches thrown or any extra kicking going on. Suspensions could be from 1 game to 1 season to a life time ban from the facility. All decisions are final from the committee. A written letter may be given to the committee from the player and or team on their behalf to be taken into consideration. The player will be notified via a phone call of their suspension.)
(NOTE: If a team already had extra players due to goal differential (See Rule III), they must play one player down from the maximum amount they are allowed due to their goal differential (i.e. If a team is losing 4-0 and has added one player, a blue or red card violation would result in the teams playing “even strength” until the end of the penalty period at which time the losing team may gain their player advantage again if no goals were scored.))
(NOTE: A blue card 2-minute time penalty assessed against a goalkeeper may be served by another member of his team that is already on the field. If a goalkeeper is ejected, he/she must leave the premises and must be replaced. Another player will serve the time penalty as described above.)
Release of Players from the Penalty Box - Players will be released from the penalty box at the expiration of their full time penalty (penalty time will carry over to the next time period of play, i.e. to the second half or overtime periods), OR after a goal is scored against their team. Four players must be on the field for play to continue. If time penalties reduce the number of players below four, play will be stopped and the decision will be made by the staff as to potential sanctions imposed in subsequent games. Substitutes for ejected players must serve the full 5 minutes unless the ejection was for second caution (blue card). If the ejection was for a second blue card, the member serving for the ejected player will only serve 2 minutes or until a goal is scored. Unsporting behavior from a team box will result in a verbal warning against the team. Should the conduct persist, a bench penalty blue card will be issued against the offending team, with the team removing one of the field players to serve a 2 minute time penalty.
Goalkeeper Restrictions - Once a goalkeeper has gained control of the ball with his/her hands he/she must release the ball into play within 6 seconds. Goalkeepers may put the ball into play after receiving it into his/her hands by throwing or dropkicking the ball (drop-kicking defined as ball contacting floor before being kicked). Goalkeepers who receive the ball in their hands from a ball striking the netting may play the ball as above, OR they may put the ball down and take the direct free kick. Any ball striking the netting in the goal area (defined by between the white corner kick spots) can be given to the goalkeeper to restart play. Punting the ball is not permitted. One warning will be given to remind players of this rule. (See “Rule Modifications/Exceptions” below for handling subsequent violations.) A goalkeeper may not handle a ball that is intentionally played to him by the foot from a teammate. A goalkeeper’s knees are permitted to contact the turf when playing the ball within the penalty area (arc). Goalkeepers may only slide within the goal area marked by the white lines and arc. At no time may a goalie slide outside the goal area nor may they begin a slide inside the goal area that takes them outside the marked goal area, this will result in a foul and a DFK will be awarded outside the goal area where the slide occurred.
Rule Modifications/Exceptions/Interpretations - The following modifications/exceptions/interpretations have been made and will apply:
If a goalkeeper handles a ball intentionally played to him/her by the foot from a teammate, a foul will be called and a DFK will be awarded just outside the penalty area at a point closest to where the goalkeeper handled the ball.
If a goalkeeper punts the ball subsequent to receiving a warning, a foul will be called and a DFK will be awarded at the penalty spot.
If a player slides (intentionally goes off his/her feet/foot) in an effort to kick the ball or keep the ball from another player (but not in the general vicinity of or making contact with an opponent), a foul will be called and a DFK will be awarded. If the foul takes places in the penalty area, a penalty kick will be awarded.
If a player slide tackles another player in an effort to gain the ball, whether actual contact is made or not, a blue card will be shown and a 2 minute time penalty will be awarded. If the referee determines that the play was made in violent manner, the referee may choose to award a red card.
Players will NOT perform a “bicycle kick” during play. This will be penalized similar to a “slide” and result in a foul assessed against the kicker’s team and a DFK for the opposing team.
RULE XIII: FREE KICKS: Opposing players shall be (10) feet from the ball on all direct kicks, kick-ins, kick-offs, goal-kicks, and corner-kicks. No double-touches are allowed.
RULE XIV: PENALTY KICKS: Penalty kicks shall be awarded for any foul which occurs within the penalty area or for the accumulation of 6 fouls (and all multiples of 6 fouls). The procedures are as follows:
- The ball is placed on the top of the arc.
- All players except for the player taking the penalty and the goalkeeper must remain behind the center field line.
- When the referee whistles play, the ball is live. The player taking the penalty may play the ball as he/she wishes (shoot, dribble, etc.) The goalkeeper may leave his/her goal line. The remaining players may cross the center field line.
- If the goalkeeper commits a foul against the player taking the penalty kick, the following will occur:
-- A foul will be counted against the goalkeeper’s team.
-- If the foul occurs within the box, another PK will be taken.
-- If the foul occurs outside the box, the team fouled will receive a DFK from the spot of the foul.
-- The referee will determine if a blue/red card should be issued depending on the circumstances of the foul i.e. intentional foul to prevent obvious goal-scoring opportunity)
- Time shall be extended at the end of each period to allow the taking of a penalty kick. Procedures will be the same as those for Playoff Kicks (see below).
RULE XV: KICK-INS: All kick-ins will be DFKs.
RULE XVI: GOAL KICKS: When the attacking team kicks the ball into the netting above the goal, (defined as being between the white corner kick spots), a goal kick shall be awarded. The ball may be placed anywhere within the penalty area and a DFK may be taken. As an alternative, the goalkeeper may take the ball and begin play with “ball in hand” and either drop kick or throw the ball into play. (NOTE: the goalkeeper MAY NOT start with the “ball in hand” and play it to him/herself. It must be put in play to another player as a goal kick. If this occurs, a warning will be given initially. Subsequent occurrences will be penalized by calling a foul and awarding a DFK at the penalty spot.)
RULE XVII: CORNER KICKS: When the defending team kicks the ball into the netting above the goal, a corner kick shall be awarded to the attacking team on the white spots in the corners. Corner kicks are DFKs.
NOTES:
- The "possession" rule will be used to restart play after a temporary stoppage (i.e. when an injury occurs). Team in clear possession of the ball when play is stopped will restart with an indirect free kick. This is the only time an indirect free kick will be used.
- Goal differential only applies to “B” Division games for men and women leagues. “A” Division leagues will always play 6v6 or 7v7 and will not add players when they are down by 4 or more goals.
- AGE RESTRICTIONS PER DIVISIONS
-- WOMEN'S 'A' DIVISION TEAMS MAY USE TEENAGERS 15 YEARS AND OLDER ON THEIR TEAMS ONLY IF THEIR MOTHER IS ACTIVELY PLAYING ON THE TEAM ALSO. ACTIVELY PLAYING NOT JUST ON THE ROSTER.
-- WOMEN'S 'B' DIVISION TEAMS MAY NOT USE TEENAGERS UNLESS THEY ARE PLAYING AN 'A' LEVEL TEAM ON THE SCHEDULE.
-- MEN'S 'A' DIVISION TEAMS ALSO MAY USE TEENAGERS WITH THE SAME RULES APPLING AS ABOVE.
-- MEN'S 'B' DIVISION TEAMS ALSO MAY USE TEENAGERS WITH THE SAME RULES APPLING AS ABOVE. UNTIL SUCH TIME AS TO MAKE A TRUE OVER 30 LEAGUE WITH THE 'B' DIVISION, THEN THE TEENAGERS WOULD HAVE TO HAVE THEIR DAD'S TEAM PLAYING IN THE 'A' DIVISION.
CO-ED RULES: 6v6
- 2 Females must be on the field at all times to play, if a team is short females then they must play with one female and short one male player. ratio = 4 male - 2 female or 3 male - 1 female.
- Males have unlimited touches, Females have unlimited touches
- Male goals are worth 1 point, Female goals are worth 2 points, if a female shoots the ball and it ricochets off of a male or female from the other team it still counts as 2 points because a female shot the ball, however if it ricochets off a male from their own team then it is only worth 1 point because it touched a male on their team last. If a shot ricochets off a defender the goal points are awarded to whomever shot the ball originally. - A goal keeper is just a goal keeper no matter if they are male or female you may not hit a ball off of a female goal keeper and expect to get 2 points.
PLAYOFF GAME OVERTIME
- 3 MIN GOLDEN GOAL
- Coin flip, visitor calls, winner get choice (ball or side of field)
PLAYOFF KICKS PROCEDURES
- Coin flip, visitor calls, winner get choice of kicking first or second
- Each team chooses any three players
- Ball is placed at the top of the arc
- When the referee blows the whistle,
-- Kicker has five seconds to score (NOTE: Timekeeper will set 5 seconds on clock which will start when referee blows whistle. The referee determines if ball scored before horn sounds.)
-- Kicker may shoot or dribble as necessary
-- Goalkeeper may leave the goal line
- If the goalkeeper commits a foul against the player taking the penalty kick prior to 5 seconds expiring, the kick will be retaken (no matter where the foul occurs). The referee will determine if a blue/red card should be issued depending on the circumstances of the foul (i.e. intentional foul to prevent obvious goal-scoring opportunity).
- Team with most goals after three kickers wins
- If tied after three kicks, proceed to sudden death kicks
SUDDEN DEATH KICKS
- Teams pick three different kickers than original three. If they don’t have three more players, they may then choose from original three kickers.
- Teams will alternate kickers until one team scores and one does not. Team that scores is the winner.
